The Controller’s Office has overall responsibility for internal and external financial reporting, budgeting, and accounting functions at the University. Specifically, the Controller’s Office oversees the Student Financial Services department, Sponsored Projects Accounting, Cost Accounting, Budget Operations, Financial Reporting, Financial Planning, General Accounting, Sarbanes-Oxley, and the Tax Department. Our goal is to serve as a partner to the University community in meeting its fiscal monitoring and compliance obligations.

Thurman Wingrove was named Controller in 2012 and has served in a variety of roles within the University of Pittsburgh since 1990. He holds a BS degree in Accounting from Saint Vincent College, where he has served as an Adjunct Professor of Accounting since 1998. He is a CPA and received his MBA degree from Pitt in 1994. Prior to joining the University, Thurman was a Senior Auditor with Coopers & Lybrand in the Pittsburgh office.
Melissa Micco
Deputy Controller
Melissa Micco joined Pitt as deputy controller in October 2023 from Robert Morris University where she held various roles including controller, chief accounting officer, and most recently chief financial officer. She was very involved with strategic initiative development and implementation, financial modeling scenarios, and multi-year planning. She also served as a liaison for multiple board committees. Melissa has more than 25 years of experience in accounting, budgeting, and financial reporting, including the past 15 years in higher education. Prior to her time at RMU, she served as the manager of risk and group settlements at Highmark, Inc. and worked as an auditor with Deloitte & Touche, LLP.
Melony Sacopulos
AVC for Capital Financial Management
Melony joined the University in 2022. She is a CPA, holds a JD from Indiana University, and an LLM in taxation from Georgetown. Before entering higher education, Melony was in the tax department at KPMG, worked in the national tax practice of PWC, and practiced transactional law in Indianapolis. However, most of her career has been in higher education, including experience as a faculty member (including teaching corporate taxation for our own School of Law), fundraiser, general counsel and board secretary, and as a CFO.
Kathy Tosh
Senior Advisor to the Controller for Budget, Planning and Strategy
Kathy Tosh is Senior Advisor to the Controller for Budget, Planning, and Strategy and has served several roles within the University of Pittsburgh since 1994, including Operating Budget Manager, Director of Budget and Financial Reporting, and Associate Controller. In her current role, she has been heavily involved in the implementation of the new budget ReSTART model. Kathy holds a BS in accounting from Grove City College, an MBA from the University of Pittsburgh, and she is a licensed CPA. Prior to coming to Pitt, Kathy was an Audit Manager in KPMG’s Pittsburgh office.
