Executive Level II Salary Scale, SPAR query only mode, Early Account Request (EAR), and additional SPAR workshops.
Executive Order 13856, signed by President Trump on December 28, 2018, provides for no increase to the Executive Level II Salary Scale for calendar year 2019. Therefore, the DHHS salary cap will remain at its 2018 level of $189,600.
The third Friday of March 2019, falls on the University’s Spring Holiday and University offices will be closed. As a result, Payroll processing typically occurring on the 3rd Friday has been rescheduled for Thursday, March 14. SPAR will be in Query Only mode from 12:00 Midnight on Wednesday, March 13 until 11:00 am Thursday, March 14.
An Early Account Request (EAR) is part of the University's system of internal controls related to sponsored projects. It allows for proper sponsored project accounting when work begins before a Notice of Award (NOA) is received. Departments assume responsibility for costs related to work that is performed prior to the receipt of the NOA. If a late cost transfer is necessary related to the period prior to the date of the signed agreement, evidence of an EAR is required as part of the documentation for submission of a 90-Day Exception Request.
• EARs are available for accounts where the University is the Prime recipient or the Subrecipient of the award.
• EARs are not available for Contracts and Subcontracts, because ongoing negotiations can be construed to have been accepted on the date the account was created.
• EARs are not available on Subaccounts until the department holding the Master account has applied for an EAR
In instances where an EAR is not approved, measures must be taken to document how effort is being expended on this new project to support a 90-Day Exception Request once an account number is assigned.
View Guidance for documentation of effort when an EAR is not approved.
We have posted additional SPAR workshops to our Spring training schedule.
