September 2020

Once again, we send out a big THANK YOU to the effort community! 100% of the 6,126 effort
statements with federal effort in the January – April 2020 period were certified timely, making
it the fifth certification period in a row without a write-off! Your diligence in pursuing
perfection is most appreciated!

Salaried, Non-Exempt employees will transition from Salaried, Monthly to Hourly, Biweekly
effective November 1. In conjunction with this change, effort and pay information for all
hourly employees, from November 1 forward, will be downloaded to ECC on a nightly basis,
creating hourly effort statements. Those hourly effort statements that include effort on
federally sponsored projects will require certification when the fall term certification period
opens on February 5, 2021, as announced on Bev’s 8/14 email.

The NSF Proposal & Award Policies & Procedures Guide limits compensation reimbursement
requested in proposal budgets for senior project personnel to no more than 2 months of their
regular salary in any one year from all NSF-funded sponsored research awards. Guidance for
defining the ‘year’ and complying with the NSF’s 2-Month Salary Rule for Senior Personnel has
been added to our website.

Workshop Registration is available on our website for September and October training dates.
We have modified our format to accommodate remote attendance. SPAR and ECC users must
complete training before gaining access to these systems. Many of our experienced
Department and Grant Administrators have opted to take advantage of the Staff Early
Retirement Program. If roles in your area will be transitioning, please take advantage of
these Fall 2020 workshops.
