The process of converting Salaried Non-Exempt employees from the salaried, monthly payroll
to the hourly, biweekly payroll will start at the end of October. Specific deadlines and
details were announced in Bev’s 9/15 email.

Upcoming changes in ECC will include two types of Effort Statements and Employees:
Salaried and Hourly to accommodate the inclusion of hourly employees. For the May-August
2020 certification period, only Salaried statements will be created. Following the issuance of
the 24 2020 Biweekly pay on 11/20/2020, you will see the November-December 2020 Hourly
statements begin to build for the certification period that will open February 5, 2021.

The DHHS Office of Inspector General recently fined The Scripps Research Institute $10 million
for inappropriately charging 100% of a researcher’s salary to an NIH grant while he was also
performing non-grant related activities, such as writing grant proposals, teaching and other
administrative activities. Grant funding must only be charged for activities related to the
funded project. For information on the University’s position on this issue, please see the

Please encourage your faculty who have questions about effort reporting and certification to
attend the upcoming Faculty Effort Reporting workshop being held on October 13. The virtual
workshop will be presented via Microsoft Teams. Registration is available on our website.
